The Hirst Fix: Planning Unit Continues Work on County Water Planning Update

Whatcom CAPR (Citizens Alliance for Property Rights) is providing frequent updates on the efforts of local governments and the Planning Unit caucuses to meet the requirements of the “Hirst fix” law, ESSB 6091 passed January 2018, and an update of the Water Management Plan. There are still major disagreements between several “non-gov’t” caucuses and the gov’t/environmental caucuses on some of the latter’s proposals re new exempt wells: metering, lower daily withdrawal limits, and fee increases. The need for these “solutions” is questionable. There’s no quantitative data showing that exempt wells in general are significantly impacting stream flows and/or salmon habitat in Whatcom County’s WRIA 1. The participants are struggling to find some consensus on such issues. The ESSB 6091 items are due Feb 1 2019.
